I'm sure you are talking about SCENE hair. well, first of all, you have to have choppy layers cut into your hair.

3. backcomb your hair. go to youtube and type '; scene hair'; or '; teasing hair'; or '; backcombing'; and loadsa guides to achieve the hair would pop up. basically, comb your hair from the tip to the roots, opposite to how people usually comb their hair. hairspray after you do it to each section. and try to tame it down a little bit.
4. you can always add extensions/dye different colours into your hair to make it more unique.
5. this hair style is pretty common these days. try to work that style into your own, and create a whole new original one. you wouldn't want to be known as a poseur. try searching in the web for more up and coming scene hairstyles that are more, hip.

It might be hair teasing if it is puffy underneath and nice and smooth on the outside. Teasing is really simple. Make sure you have extremely strong hair spray. Grab a handful of hair, comb your hair up and down really fast, until it looks messy and entangled. Spray it for about ten seconds. Do this for your entire head. Then gently comb the outer edges of your hair to make it smooth and flat. If this is what you are talking about, that is how you tease your hair.
Not emo. It's scene hair. The best style for that is choppy layers with sideswept bangs; you straighten all of it then tease (backcomb) the top layers to give it volume. There's tutorials on how to tease your hair and there's even youtube videos for it. Hahah.
